Ba Ria – Vung Tau - Building smart and model industrial parks to attract investors and human resources

Located to the west of Ho Chi Minh City, bordering the East Sea to the south, Ba Ria - Vung Tau (BRVT) has many advantages when focusing on developing model and smart industrial parks orienting ecology and application of information technology in the industrial part management and operation to foster competitiveness, attract domestic and foreign investors, as well as create jobs for local labor resources and of the neighboring provinces. 

Strategies to develop high-tech and stable industrial parks 

Standing one of 28 coastal provinces and cities, Ba Ria- Vung Tau possesses a coastline of approximately 305 kilometers, including large bays and rivers, eligible to develop a deep-water port system, fostering industrial and seaport development. After above 30 years of development, the province's industry has achieved great accomplishment and it is transferring from gasoline mining to agro-forestry-fishery processing; product manufacturing from non-metallic minerals; manufacturing applying Internet of things (IoT), artificial intelligence and forming petrochemical industrial parks. In the periods of from 2021 to 2030, the province determines that the industry will base on the establishment of high-tech industrial parks to attract investors and human resources in advanced manufacturing industries using modern technology as the driving force for development.

Orienting sustainable development and construction of model industrial parks, the province is making great efforts to cooperate with the top world-wide developed nations. Specifically, on the last October 24th, the province had a meeting with Jica Vietnam to discuss the Project of technological support to construct the regimes on Model and Smart Industrial Park orienting ecology, application of Information Technology in administration and operation of the industrial park in Ba Ria- Vung Tau Province. Both parties agree to pilot the project at Phu My 3 Industrial Park; in the next stage, the project will be implemented at other industrial parks within the province. Within the framework of the project, Jica will install measuring equipment and monitoring systems in Phu My 3 Industrial Park, including the investment in 20 sets of consumption measurement, power conservation, decarbonization and 20 sets of clean water consumption, utilizing mud and wastewater treatment systems. The project is expected to be completed within 48 months

Ba Ria- Vung Tau Province currently owns 13 active and 4 under- planning industrial parks with the total areas of up to 9,052 hectares; adding another 6 industrial parks with the areas of up to 4,340 hectares. In addition, at the moment the province situated 14 industrial clusters of with the areas of 484.36 hectares; furthermore, the province is planning 02 more industrial clusters with 82.7 hectares in total. By 2030, the whole province will have 23 industrial parks, 16 industrial clusters of up to 13,969 hectares as a whole. Besides, lots of large projects from Thailand, Korea, the United States, Canada, Japan, etc will be invested and operated in the industrial parks.

As Mr. Le Viet Phuc, Deputy Director of the Provincial Industrial Park Management Board: the construction of the model industrial parks means that those industrial parks will be upgraded to approach the international goals in institutionalized sustainable ecological industrial development in Ba Ria- Vung Tau province. The Management Board of Industrial Parks and relevant parties, together with the industrial park infrastructure investors as well as any third party to act as the businesses subleasing land within the industrial parks, the communities, or any others will be benefit from this sustainable development.

Benefits in industrial development  

As the southern economic corridor, Ba Ria- Vung Tau Province has a convenient transportation network. The west of the province is 60 kilometers from Ho Chi Minh City, the north borders Dong Nai Province, bordering the east to Binh Thuan and the south borders the East Sea. Ba Ria- Vung Tau is the province owning the largest deep-water port of Vietnam, ranked 19th position in the world (Cai Mep - Thi Vai Port). As an international transshipment center with up to 16 meter in depth channel, the port has the function of receiving international ships with loads of more than 200,000 DWT, and it is the only seaport in Southern Vietnam possessing direct ship route connecting Europe and America. According to the report of Vietnam Maritime Administration, Cai Mep - Thi Vai port cluster currently accounts for more than 16% total volume of goods handled through nationwide seaports, 35% of the country's container volumes, and 50% container volumes of the southern region.

In addition,  Ba Ria- Vung Tau planned its industry by region, associated with infrastructural  development including the key routes like: Bien Hoa - Vung Tau expressway, Ring Road 3, Ring Road 4 of Ho Chi Minh City, Cai Mep - Thi Vai inter-port transportation system and railways to connect regional economy and reach out to the international area. The industrial development area will be attached to the seaport to the East - West direction to connect Dong Nai with Vung Tau City; to West - East direction to connect the region of Thi Vai River - Cai Mep – Ganh Rai Bay to Highway 56 (including Phu My Town, Ba Ria City, the western area of Highway 56 of Chau Duc District and the western region of Vo Nguyen Giap Street, and Street 30/4 of Vung Tau city).

Together with the government's efforts in calling investment, focusing on developing sustainable industrial parks, being proactive in the works of operating and removing obstacles for the enterprises, and attracting investment capital, Ba Ria- Vung Tau Province is expected to foster a strong momentum in industrial development in the future.
